While analysing military approach rejection in Italy, it is necessary to consider two factors. On the one hand, the pacifist tendencies, and those of a widespread religious culture, which, starting from different premises, arrive at the same attitude of opposition to the logic and use of weapons.

It is these two major currents, supported by a tough political fight and intense pressure from public opinion, that led in 1972, through a long and obstacle-filled process, to the implementation of the first law on conscientious objection, which recognised the possibility of fulfilling conscription obligations in an alternative way.
