Caporalato, ten years after Law 199: Eurispes’s contribution to the debate
Exactly ten years after the approval of Law No. 199 of 29 October 2016 against caporalato (illegal gangmastering) and labour exploitation in agriculture, Eurispes is taking part in the debate “The Caporalato Law. Ten Years On: What Has Worked, What Is Missing”. The event will take place on Thursday 29 October 2026 at 3 pm in Rome, at the Auletta dei Gruppi parlamentari, Via di Campo Marzio 78.
The Institute will be represented by Marco Omizzolo, sociologist and coordinator of the Eurispes Laboratory on Agromafias, who will speak in the session “What Has Worked and What Is Missing”, devoted to assessing the law’s results. The same session will feature contributions from Dario Bernardi, Mayor of Portomaggiore; Fabio Ciconte, President of the association Terra!; Bruno Giordano, judge at the Court of Cassation; Chiara Gribaudo, President of the Parliamentary Commission of Inquiry into Working Conditions in Italy; and Iolanda Rolli, retired Prefect and former Extraordinary Commissioner for the Manfredonia area.
Omizzolo will contribute to the debate with the analyses produced by the Laboratory on Agromafias on the changing nature of labour exploitation in agri-food supply chains. He will address the results achieved by the law in terms of enforcement and the issues that remain unresolved, particularly with regard to prevention, inspections and the protection of the most vulnerable workers.
The meeting, promoted by the Democratic Party, will open with a look back at the law’s path to approval. Speakers will include Laura Boldrini and the law’s signatories, then Ministers, Maurizio Martina and Andrea Orlando. This will be followed by a discussion with the social partners, featuring Maurizio Landini (CGIL), Pierpaolo Bombardieri (UIL), Mattia Pirulli (CISL) and Massimiliano Giansanti (Copa). Proceedings will be chaired and moderated by Maria Cecilia Guerra, Camilla Laureti and Antonella Forattini. The closing remarks will be delivered by the Secretary of the Democratic Party, Elly Schlein.
